The Executive Office of the Trial Court is led by the Chief Justice of the Trial Court and the Court Administrator and oversees judicial and court operations, including the Office of Court Management.  The Executive Office works collaboratively with the Trial Court’s seven Departments and Commissioners of Probation and Jury to develop and implement policies and initiatives that promote an environment of continuous improvement and ensure the most effective use of resources to support and enhance the delivery of justice in the Trial Court.  The Executive Office also oversees the development and implementation of strategic planning for the Trial Court.

Position Summary: POSITION SUMMARY:

Working within the Executive Office of the Trial Court the Emergency Preparedness Manager will develop and manage the Emergency Planning Program for the Massachusetts Trial Court. This will include the implementation of an Emergency Response Plan to assess and respond to emergencies and disasters in order to minimize risk to employees, court users and facilities as well as the Continuity of Operation Plan (COOP) to ensure the operation of all Court, and Office of Court Management Departments are able to perform their essential functions during and after a disaster.

Receives general direction from the Associate Court Administrator in performing duties in accordance with established guidelines.

Duties: MAJOR DUTIES:

Develops and executes the Massachusetts Trial Court Emergency Response Plan including, evacuations, medical emergencies protocol, disaster response and shelter in place policies, and update plans accordingly, in accordance with local, state, and federal guidelines 

Oversees the management and implementation of the Massachusetts Trial Court’s, Continuity of Operation Plan (COOP);

Develops and coordinates exercises across the state to provide training in and testing of emergency/contingency plans, procedures, and programs during and following emergencies; including the coordination of functional, tabletop or full-scale exercises, emergency drills, development of scenarios, objectives, and critique;

Responds to the scene of major emergencies to observe and assist emergency management and public safety personnel as required;

Prepares and analyzes damage assessments following disasters or emergencies;

Regularly assesses and monitors the status of Emergency Response and Continuity of Operations Plan based on performance exercises, After-Action-Reviews, and Corrective Action Plans;

Collaborates with peers to share lessons learned/best practices and updating plans accordingly;

Partners with the Trial Court Security Department to coordinate preparedness and emergency contingency plans;

In coordination with the Security Department, acts as a liaison between the Trial Court and local police, fire, emergency medical and other public safety agencies concerning emergency preparedness matters affecting the Trial Court;

Coordinates the development and implementation of cybersecurity and backup systems with the Judicial Information Systems Department (JISD);

Collaborates with Judicial Information Services Department to ensures that a system failure and back-up plan to mitigate the effects of a total or partial system failure is in places;

Implements and maintain a physical and technical communication warning and information system capable of receiving warnings and disseminating information to court leaders, court employees, emergency personnel and the public;

Prepares and presents briefings to court leaders as necessary;

Participates in strategic planning activities;

Meets with public safety officials and be a contributing member of various emergency management and public safety committees;

Makes recommendation regarding emergency management equipment and facilities;

Maintains the inventory of equipment and materials required for emergency preparedness;

Performs related duties as required.

 Minimum Requirements: REQUIRED EXPERIENCE, SKILLS, AND EDUCATION:

 These are the minimum requirements necessary to apply for the position of the Emergency Preparedness Manager:

A Bachelor’s degree and (5) years of professional experience with emergency management and disaster recovery of information systems in support of continuity of operation plans; or an equivalent combination of education and experience;

 Knowledge of work history with the practical application of current emergency management principles and practices and Federal, State and County laws, regulations and guidelines pertaining to emergency management operations;

Ability to interpret Federal and State policy directives and guidance to develop and coordinate continuity plans;

Certified Emergency Manager (CEM) through the International Association of Emergency Managers, and/or s Six Sigma or Lean Certification (Greenbelt) or similar certification is a preferred;

Demonstrated ability to develop new concepts and ways of approaching and solving difficult emergency preparedness and response problems and to reason logically from available data;

Demonstrated ability to effectively communicate orally and in writing;

Skills in analytical and evaluative methods and techniques;

Strong planning, organizational, record keeping and time management skills;

Demonstrated ability to effectively obtain information from and disseminate information to other agencies;

Ability to create partnerships, engage internally and external stakeholders and coordinate efforts in joint problem-solving to ensure public safety in the event of emergency situations;

Strong interpersonal skills and the ability to work professionally with persons at all levels to maintain effective working relationships;

Ability to establish work priorities;

Ability to work independently and as part of a team; and

Ability to travel to court and other locations throughout the Commonwealth.
