Title: Environmental Health and Safety Manager

Pay Grade: MGT

Starting Pay: $76,627.90

Departmental Mission Statement: The Facilities Management Department of Trial Court provides for the management and maintenance of 63 state-owned courthouses located in ten counties of the Commonwealth. The Department is committed to administering effective property management, and for ensuring the delivery of quality services necessary for the efficient and reliable operation of all of the facilities which it maintains.


Notes: This position is designated as management position and is covered by the Trial Court Personnel Policies and Procedures Manual.

The individual in this  position will be expected to travel.

Position Summary: The Environmental, Health & Safety (EH&S) Manager will be responsible for conducting and overseeing all aspects of Environmental, Health and Safety at Courthouse locations throughout the Commonwealth. The EH&S Manager will be the primary person to assess situations regarding environmental and workplace hazards, indoor air quality, recycling and waste management.

The EH&S Manager will provide oversight and management of the Facility Management Department's (FMD) Health &Safety program, Green Cleaning program, and FMD staff training programs.

Duties: Conducts pre-construction survey inspections including bulk sampling to identify asbestos, lead, mold and other hazardous materials prior to the commencement of construction, demolition or renovation activities. The EH&S Manager will be responsible for documenting and addressing all identified hazards prior to allowing work to commence;

Based on bulk sampling and visual inspections, coordinates appropriate remediation activities and notifies appropriate parties;

Develops abatement specifications, solicits bids and oversees the procurement of outside abatement and consulting services. Manages awarded contracts for such services and verifies that contractors and consultants possess the proper licenses;
Manages the activities of outside inspection consultants. Interprets and reports findings; Administers the asbestos Operations and Maintenance (O&M) program in accordance with Federal, State, and Local regulations;

Responds to complaints of poor Indoor Air Quality at Courthouse locations throughout the Commonwealth. Investigates to identify possible sources. Determines remedial actions, soliciting outside assistance if required. Confirms remedial actions have been satisfactorily completed;

Oversees waste disposal programs, including hazardous waste, universal waste, biological waste, solid waste (rubbish) and single stream recycling. Determines proper disposal methods in accordance with OSHA, EPA, DOT, DEP, and local regulations. Monitors and audits waste hauling, treatment and disposal vendors for their ability to provide waste removal services in accordance with all applicable standards and regulations;

Maintains a departmental Green Cleaning Plan that includes the procurement of Environmentally Preferred Products (EPP) whenever possible. Updates the Green Cleaning Plan as needed to remain current with Operational Services Division (OSD) and LEED guidelines. Researches proposed cleaning chemicals, methods and equipment for effectiveness;

Trains and advises staff on proper Green Cleaning methods and EPP. Formulates methods and procedures to perform building maintenance and cleaning in furtherance of the Green Cleaning Plan;

Develops and manages environmental project budgets and schedules;

Reviews proposed new projects and programs to assess compliance with current environmental and IAQ standards and regulations; and

Provides statewide technical assistance to departmental staff concerning regulations, policies, guidelines and established procedures regarding environmental concerns.

Major Duties Cont.- Health & Safety, Training

Develops and implements safety programs and protocols in partnership with custodial and maintenance staff to ensure on-going compliance with Federal, State, and Local regulatory requirements.

Administers all safety related programs including, but not limited to; Confined Space Entry, Blood-borne Pathogens Safety, Chemical Storage, Hazardous Material Safety, Fall Protection, Ladder & Scaffold Safety, and Electrical Safety at Courthouse locations throughout the Commonwealth.

Interprets and advises on EH&S regulatory changes and their impact to departmental operations.

Provides on-going assessments of departmental activities to recommend safety-related training and equipment where advisable. Takes the lead to determine the need for all EH&S related training for departmental staff.

Trains staff on EH&S topics, or contracts the services of training provider as recommended, traveling to Courthouse locations throughout the Commonwealth as necessary;

Minimum Requirements: The following are the minimum requirements for consideration for the position of Environmental, Health, & Safety Manager;

Bachelor of Science degree in engineering, environmental, industrial hygiene or safety discipline and Four (4) years of experience in the engineering, environmental or health & safety fields; or an equivalent combination of education and experience;

Ability to reliably travel as needed throughout the Commonwealth;
Demonstrated ability use professional business software such as Microsoft Access, Word and Excel; Problem solving skills; Excellent interpersonal service skills; Ability to exercise discretion in handling confidential information;

Ability to establish and maintain professional working relationships with Regulatory Agencies, building occupants, and the general public; and Ability to establish goals and set priorities.

Preferred Qualifications

Prior work experience in the fields of environmental engineering, hazardous waste management, chemical spill response, occupational safety and/or industrial hygiene.

*Possession of Massachusetts Department of Labor Standards certifications as Asbestos Inspector, Asbestos Designer, Asbestos Project Monitor, and Asbestos Management Planner.

Possession of Massachusetts Lead-Safe Renovator- Supervisor I EPA Renovation, Repair & Painting certifications. Knowledge of collection of a wide variety of environmental samples including air samples, bulk samples, vacuum samples and tape lift samples.

*Note: These certifications are required to perform the asbestos related tasks listed in the Environmental section.
