Pay Grade: 16

Starting Pay: $63,915.70

Departmental Mission Statement: The Executive Office of the Trial Court is led by the Chief Justice of the Trial Court and the Court Administrator and oversees judicial and court operations, including the Office of Court Management.  The Executive Office works collaboratively with the seven Trial Court Departments and Commissioners of Probation and Jury to develop and implement policies and initiatives that promote an environment of continuous improvement and ensure the most effective use of resources to allow the delivery of quality justice.  The Executive Office also oversees the development and implementation of strategic planning for the Trial Court.

The Grant Unit within the Executive Office of the Trial Court complies with both Federal and State laws and regulations, numerous state agencies as well as every department in the Trial Court. The Grant Unit is to pursue supplemental funding sources by procuring and managing external grants. External grants will be used to support creativity and innovation in meeting Trial Court needs that cannot be addressed with existing resources, but may be suitable areas for externally-available grant funds.

EXECUTIVE OFFICE OF THE TRIAL COURT ORGANIZATIONAL PROFILE:

Notes: This position is designated as a union position and is covered by the Collective Bargaining Agreement with O.P.E.I.U., Local 6.

Exciting opportunity to part of the team works to secure $10 million from public funding sources that promote innovate solutions to enhance the delivery of justice at the Trial Courts. 

Position Summary: Working within the Executive Office of the Trial Court, which is led by the Chief Justice of the Trial Court and the Court Administrator, the Grant Coordinator is responsible for facilitating and coordinating existing grant funded programs.  The Grant Coordinator also guides the development, review, monitoring, and technical assistance related to all grant (non-state appropriation funded) program activities occurring within the Trial Court.  The Grant Coordinator manages the grant application process for a variety of Trial Court programs as it relates to the securing of federal funds or other grant monies. The Coordinator is also responsible for all financial monitoring and reporting related to these awards.  The Court Administrator and his/her designee will set the priorities for pursuing grant driven funding and the Grant Coordinator will be assigned with the responsibility to facilitate the acquisition of various grant awards for the Trial Court.  Work assignments in this professional position require the exercise of independent judgment and initiative.  

SUPERVISION RECEIVED:  Receives general direction from the Executive Office Chief of Staff in performing duties in accordance with established guidelines.

 

Duties:

Develops process for the timely review of proposed Trial Court grant applications and program proposals;  

Provides technical assistance and grant writing expertise to court divisions and offices in the preparation of grant applications and program proposals;  

Works with the interdepartmental Grants Task Force and supervises the review of all grant applications and program proposals for adherence to funders' fiscal and programmatic requirements;

makes recommendations to supervisors as to approval of applications and proposals;  

Supervises the review and analysis of all grant applications and program proposals for adherence to Trial Court stated programmatic objectives; serves as liaison to Trial Court administrative offices and commissioners' offices for grant-related matters;  

Supervises the review of all grant applications  and program proposals for adherence to Trial Court fiscal and personnel requirements and works closely with Fiscal and Human Resources staff to ensure that grant and program activities are in conformance with Trial Court policies and procedures;  

Oversees the collection of data from federal agencies, foundations or other non-state funders on current programs and regulations;   Cooperates with other public or private organizations that are seeking grant funds which involve Trial Court participation to ensure consistency with Trial Court policies and the availability of Trial Court resources;  

Researches sources of funding; develops system of dissemination of this information to appropriate Trial Court locations;  

Develops relationships with potential funders;  

Develops grant protocols to support Trial Court departments and offices with best practices for grant development and administration, such as setting up required contracts, encumbrance and expenditure accounts, and other processes necessary to administer and expend grant funds;  

Prepares reports on Trial Court grant and program activity and coordinates the timely submission of all financial and programmatic reports required by funding agencies;  

May review and evaluate grant funded programs for adherence to stated program objectives; may audit grant fiscal records.  Some travel in state may be required; and   Performs related duties as required.

Project Management:  Effectively leads grant proposal projects through the concept development phase, the application process, and grant administration with diverse constituencies, including court officials and external partners.

Collaboration:  Works with others cooperatively, accepts feedback, demonstrating a willingness to be a team player, and contributing to a work environment that focuses on shared departmental goals.

The following are the minimum requirements for consideration for the position of Grant Coordinator:

Bachelor’s degree from an accredited college or university in business or related field, or an equivalent combination of education and experience;

A total of (3) three years of work experience in grant application preparation and administrative work; or its equivalent that include the following: 

Experience in preparing, submitting, and packaging grant applications

Experience in grant administration/management

Experience in grant writing 

Professional writing skills

Demonstrated budgeting skills

Ability to work well with people who have varying degrees of background in grant management 

Knowledge of potential funding sources and the ability to analyze the applicability of those programs;

Proficient use of Microsoft Office, including Excel, Access, and PowerPoint;

Excellent writing skills to effectively draft and edit correspondence and edit grant narratives;

Knowledge of potential funding sources and the ability to analyze the applicability of those programs;

Strong organizational, administrative and interpersonal skills;

High attention to detail in administrative matters;
