Title: HR Data Analytics Specialist
Pay Grade: Grade 18
Starting Pay: $80,071.49
Departmental Mission Statement: The Human Resources Department partners with management to create and maintain a talented, qualified workforce by recruiting a diverse applicant pool, by facilitating the fair merit-based selection for appointment of the most qualified candidates, by developing appropriate workforce training, by fostering positive management-employee relations, by promptly addressing workplace issues, and by developing performance-based measures to ensure the continued excellence of the workforce. The Human Resources Department will use best practices to ensure that this collaborative effort advances the mission of the Trial Court.

Position Summary: Working within the Human Resources Department, the HR Data Analytics Specialist collects, compiles, and analyzes HR data, metrics, and statistics, applying this data to make recommendations supporting management and leadership in making informed and objective business and policy decisions. The HR Data Analytics Specialist delivers findings in regular reports and presentations for use by management. Conducts research, as needed, and applies data to design new standards for optimizing efficiency of operations. Responds to customized requests for data compilation and analysis.
Supervision Received: Reports to the ACHRO of Operations or their designee and receives work assignments and supervision within established guidelines.
Duties: Collects and compiles HR metrics and data from a variety of sources including the human resource information system (HRIS) and payroll outputs, management and employee surveys, exit interviews, employment records, government labor statistics, competitors’ practices, and other sources;
Collaborates to understand management objectives and to identify relevant data and metrics;
Sets parameters and requirements for data to be gathered;
Validates collected data through statistical testing and independent judgement;
Analyzes data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, and compliance with employment laws and regulations;
Prepares reports of data results, presenting and explaining findings to senior leadership;
Identifies and recommends reasonable short- and long-term goals, milestones, and benchmarks for key performance metrics;
Based on metrics and analysis, makes recommendations for policies and activities to improve the organizational culture including suggestions to attract and hire qualified candidates, to motivate and retain employees, to address staffing issues, and to maintain legal compliance;
Work with HR Leadership on initiatives on staffing models and work force planning, including research, summarizing data and presenting findings to Trial Court leaders;
Work with HR Management to develop and support a workforce planning initiative and annual report;
May conduct or assist with conducting classification audits to ensure that jobs are properly classified as exempt or nonexempt;
Ensures compliance with data privacy regulations and best practices;
May assist HR leadership by running reports and conducting analysis to support decisions around staffing, recruiting, and departmental budgets;
May guide and/or assist with performance, benefit, and compensation review and evaluation processes;
Conducts data and cost analyses to be used in employee and labor negotiations and collective bargaining in order to support organizational proposals or respond to proposals from labor partners;
Generates reports/queries, including writing, maintaining, and supporting a variety of reports or queries utilizing appropriate reporting tools. Assists in development of standard reports for ongoing customer needs. Helps maintain data integrity in systems by running queries and analyzing data; and
Performs other duties as assigned.

Minimum Requirements: These are the minimum requirements necessary to apply for a position of HR Data Analytics Specialist:
Education and Experience:
• Bachelor’s degree in Human Resources, Business Administration, Industrial Psychology, or related field.
• (3) Three years of experience in one or more of the following areas: job classification and compensation, recruitment, selection, training, employee benefits, and/or equal opportunity compliance preferred.
• SHRM-CP or PHR certification is a plus;
• Equivalent combinations of education and experience will be considered for meeting minimum qualifications
Knowledge, Skills, and Abilities:
• Excellent verbal and written communication skills.
• Strong analytical and problem-solving skills.
• Understanding of local, state, and federal laws involving employment, HR, and HR policies.
• Proficient with Microsoft Office Suite or related software. In particular Excel, PowerPoint, Access and/or other data analysis and visualization software.
• Proficient with or the ability to quickly learn the organization’s HRIS, payroll, and similar employee management software.
• Assimilate statistical information, identify and analyze trends, and track large volumes of numerical data
• Recognize data anomalies
