Pay Grade: Management

Starting Pay: $80,114.47


The Massachusetts Probation Service’s mission is to increase community safety, reduce recidivism, contribute to the fair and equitable administration of justice, support victims and survivors, and assist individuals and families in achieving long term positive change.


Position Summary: An investigator for the Massachusetts Probation Service investigates allegations about the conduct of employees to determine in a professional, fair, impartial, and thorough manner what happened and if the conduct is a violation of any directive, procedure, policy or training. The investigator works under the direct supervision of the Deputy Commissioner of Administrative Services and provides support to the Probation’s Executive and Senior Staff. The investigator interacts with Probation employees statewide, occasional probationers, and the public on a wide variety of issues. The investigator works closely with the Probation Personnel Unit. The investigator writes investigation reports and testifies at hearings as to their investigatory findings and conclusions. The Investigator collaborates with the Office of Court Management’s Human Resources Department and the Trial Court’s Office of Workplace Rights and Compliance.

Supervision Received: The investigator works under the direction of the Deputy Commissioner of Administrative Services.


  • Investigates an allegation by thoroughly reviewing any written documentation and interviewing the complainant;
  • Identifies any witnesses or persons with knowledge of the events in the allegation to determine who should be interviewed and what facts can be gathered about the allegations;
  • Identifies any documentation or other evidence about the allegations;
  • Reviews all the interviews, documents, and other evidence to determine in a fair, impartial, and thorough manner what happened, to prove or disprove some or all of the allegations;
  • Uses the findings of fact as to what happened to conclude whether the conduct was a violation of any directive, policy, procedure or training;
  • Prepares a professional, fair, thorough, and clearly written investigation report in a timely manner;
  • Testifies when needed at any disciplinary or other proceeding related to the investigation and helps prepare attorneys or other managers for these proceedings;
  • Supports Probation managers in collecting information, completing investigations and other special assignments or projects as assigned;
  • Provides assistance when needed to the Probation Personnel Unit and to the Trial Court’s Office of Court Management HR, Office of Workplace Rights and Compliance and Legal staff when handling Probation matters;
  • Consults on responses to the field on practices discovered in the field by spotting patterns and trends and areas for improvement or uniformity;
  • Assists in drafting policies and procedures related to the work of the investigator;
  • Prepares periodic statistical reports, keeps files and tracking logs of matters referred to the investigator, with their status and resolution;
  • Makes recommendations to the Deputy Commissioner of Administrative Services, Executive Team and senior managers on a variety of issues, as requested;
  • Drafts correspondence and answers questions or requests as needed.
  • Works on special projects and initiatives as assigned, including trainings.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Investigator for the Massachusetts Probation Service.

Bachelor’s Degree from an accredited educational institution recognized by the US Department of Education or the Council for Higher Education Accreditation and three (3) years of professional experience conducting investigations on employee conduct and drafting detailed reports or an equivalent combination of education and professional experience.

Master’s degree preferred.

Must have or be willing to obtain professional investigation certification.

Excellent critical thinking skills demonstrated by the ability to analyze information, evaluate results, and facilitate resolutions, including the ability to handle issues of complex and extreme confidentiality in a neutral, sensitive, and timely manner;

Strong skills in the areas of conflict resolution, problem solving, interviewing and investigation techniques;

Skill in writing concise, logical analytical reports to convey complex issues;

Strong organizational skills to maintain and ensure integrity in the handling of investigation files, tracking logs and evidence;

Strong interpersonal skills; the ability to listen, maintain neutrality, and demonstrate sensitivity to and respect for individual needs;

Ability to establish and maintain professional and productive working relationships with all levels of Probation employees, probationers, and others;

Strong proficiency in online research tools, Word, PowerPoint and Excel;

Knowledge of Probation rules, standards, policies, directives and trainings requirements surrounding probation work and operations within a Probation office is preferred;

Ability to travel to any statewide field office, courthouse, or the Massachusetts Training Operations Center in central Massachusetts as needed;

Ability to assist in drafting policies, procedures, or trainings informed by spotting patterns and trends in the field and identifying needs for improvement or uniformity; and

Ability to work independently and responsibly, with good communication while in the field and ability to accept supervision.
