Pay Grade: Grade 17

Starting Pay: $73,753.54/Yr.

Departmental Mission Statement: The Land Court's mission is to provide an accessible forum where specialized expertise is applied to resolve disputes involving the ownership, development, and use of real property throughout the Commonwealth. The judges and staff are committed to serving the public and the real estate and trial bars in a respectful, efficient manner by issuing decisions that are equitable and legally well-reasoned, and by providing readily available, reliable guidance to property owners and registries of deeds regarding registered land transactions.

This position is designated as a union position and is covered by the Collective Bargaining Agreement with O.P.E.I.U., Local 6.

Position Summary: The position includes administrative and organizational management duties to assist the Chief Justice, Deputy Court Administrator, and the staff of the Land Court in evaluating court methods, practices, and procedures, identifying needed improvements, and providing administrative and technical assistance to accomplish those improvements. A Performance Analyst will assist with all Land Court Administrative Office initiatives.
Candidates must possess outstanding organizational skills, an ability to remain calm under pressure, attentiveness to detail, a positive attitude, and an ability to work cooperatively with the Chief Justice, the public, the staff of the Land Court, and court officials in other Trial Court departments.
Candidates will have a facility with statistical analysis and the innovative use of technology in streamlining the operations of the Land Court, as well as a keen interest in the law and the delivery of justice (although no legal education or training is required). Additionally, candidates will possess a commitment to public service. The position requires maturity and discretion in handling confidential matters in a professional and sensitive manner.

SUPERVISION RECEIVED: Receives assignments and direction from the Chief Justice and the Deputy Court Administrator. Work is supervised by the Deputy Court Administrator and is evaluated for professional soundness, conformity to policy, and achievement of objectives.

 

Duties:

• Works closely with the Chief Justice and Deputy Court Administrator in supporting the day-to-day operations of the Land Court including drafting, editing and finalizing correspondence, memoranda, and presentations;
• Communicates clearly and concisely as a representative of the Land Court Administrative Office;
• Works with Land Court Administrative Office staff in training, system implementation, and ongoing staff support for technical systems including the MassCourts case management system;
• Assists in performing studies and operational analysis of court practices and procedures, and data quality;
• Responsible for the timely and accurate collection, maintenance, analysis and reporting of statistical data, including the use of electronic data systems, to ensure compliance with the goals of expedition and timeliness in the disposition of cases;
• Uses analytical skills to identify case management best practices and recommends benchmarks for establishing lines of accountability for case processing and ensuring that communication within these lines is consistent, timely, accurate and efficient;
• Maintains the database for the Land Court's Performance Metrics, requiring proficiency with Microsoft Access and Excel as well as the Trial Court's case management system;
• Prepares and disseminates reports related to the Trial Court Performance Metrics in order to monitor and improve case flow management;
• Prepares metrics for the Trial Court using Access, Excel and Tableau software; Reviews and edits the accuracy and comprehensiveness of statistical information; Prepares forms and publications using automated desktop publishing packages;
• Maintains the Land Court's internal and external web presence; Participates in and provides support on Administrative Office projects;
• Assists with management of office support staff as needed or requested; and
• Performs other related duties as required.

Minimum Requirements:

• Bachelor's degree and 2 years of relevant administrative experience using data and research methods in courts or other public or private sector organizations; or an equivalent combination of the education and experience;
• Excellent writing, editing, and proofreading skills, and a firm grasp of the rules of grammar and punctuation;
• Strong organizational skills and ability to multi-task;
• Considerable proficiency using computers, database applications and related software, including the ability to use MS Excel and other Microsoft Office Applications;
• Knowledge of Adobe forms creation software and business intelligence software such as Tableau, a plus;
• Strong facility with and ability to master use of new software applications for data management, analysis and presentation;
• Keen grasp of the importance of confidentiality in the workplace;
• Ability to work with others and maintain a professional and friendly working environment;
• Ability to both work well as a team member and work independently to produce complete work product;
• Ability to assist court staff in supporting the Mission of the Land Court; Ability to adapt quickly to changing circumstances in the court operations;
• Willingness to identify and learn new skills and techniques to enhance the operations of the Land Court;
• Self-motivation and a commitment to continuing professional development;
• Confidence to ask questions and assume responsibilities as they arise;
• Ability to travel to other court locations throughout the Commonwealth (if needed).
