Title: Senior Manager of Classification and Compensation
Pay Grade: Senior Management 1
Starting Pay: $105,858.26 - $156,116.43

Position Summary: Working within the Human Resources Department of the Office of Court Management, the Senior Manager of Classification and Compensation is responsible for administering the Trial Court Classification and Compensation System.
The responsibilities associated for this position include the development and/or review of all Trial Court positions, competencies, job descriptions, classification levels, compensation, and reclassification requests. The position is also responsible for the development and maintenance of the Trial Court Workforce Planning and Staffing Models including assessing new position requests. The Classification and Compensation Manager supervises employees within the Classification and Compensation Unit in the performance of duties related to job descriptions, classification, workforce planning and staffing models. This position will also collaborate with other members of the Human Resources Department in the formulation of policy and procedures as outlined in Human Resources policies and collective bargaining agreements.
Supervision Received: Reports to the Assistant Chief Human Resources Officer, Operations and Deputy of HR Operations and receives general supervision in performing duties which require independent judgment and initiative.
Duties: Under the direction of the Assistant Chief Human Resources Officer and Deputy of HR Operations, the Senior Manager of Classification and Compensation is responsible for the following:
Manages the development, implementation, and administration of the Trial Court Classification and Compensation System;
Monitors the effectiveness of existing compensation practices and recommends changes that are cost-effective and consistent with compensation best practice trends and Trial Court objectives;
Performs job analysis studies in various court divisions and offices on position related issues that address staffing needs and maintain internal equity;
Provides recommendations and advice to Trial Court Leadership and Appointing Authorities on pay decisions, policy interpretations, and job evaluations;
Develops techniques for compiling, preparing, and presenting data;
Develops new salary charts, calculates costing of proposed salary charts and salary adjustments on small and large scales;
Develops and/or reviews all Trial Court positions, competencies, job descriptions, classification levels, and compensation rates;
Reviews requests for employee classification changes and recommends appropriate action to be taken, if any. Also regularly reviews classification levels for current positions in the Trial Court;
Oversees the participation in salary surveys and monitors salary survey data to ensure Trial Court compensation objectives are achieved and aligned with the market;
Collaborates with senior leadership to forecast and plan for the workforce required to support the Trial Court’s strategic plan and court services, and publishes annual reports;
Collaborates with all Trial Court Departments in the development and maintenance of Trial Court Staffing Models;
Reviews and addresses requests for new positions from Trial Court Leadership and Appointing Authorities and obtains information to make an informed recommendation.
Supervises Classification and Compensation Unit’s employees in the performance of duties related to job descriptions, job classification, compensation, and staffing models;
Ensures compliance with local, state, and federal compensation laws and regulations including the Massachusetts Equal Pay Act;
Conducts classification audits to ensure that jobs are properly classified as exempt or nonexempt;
Plans and conducts training sessions in the areas of classification requests and career ladders;
Formulates and drafts various policies and procedures issued by the Human Resources Department;
Provides interpretation of personnel policies and procedures to managers and employees;
Leads special projects;
Performs other related duties as needed.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Senior Manager of Classification and Compensation
Bachelor's degree and (5) five years of relevant experience in the field of classification and compensation, or an equivalent combination of education and relevant experience is required. At least (2) two years experience managing subordinates is preferred.
Demonstrated knowledge and experience with MS Office, particularly MS Excel and MS Access, is required.
SHRM Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) and certified compensation professional credentials preferred.
Professional Development: Must have a background that demonstrates a history of regular professional development; demonstrating a record of initiating best practices and data driven efficiencies.
OTHER POSITION REQUIREMENTS:
Excellent professional writing skills and the ability to draft job descriptions and formulate organizational policy;
Strong oral communication skills to effectively communicate with Trial Court Leadership, Appointing Authorities and all employees on matters related to Classification and Compensation;
Knowledge of local, state and federal regulations and compliance requirements related to employee compensation;
Strong analytical skills and ability to interpret and communicate data;
Ability to use data to diagnose problems and drive enhancements and efficiencies in departmental operations;
Computer proficiency and technical aptitude with the ability to use Microsoft products, including Excel;
Strong leadership and team management skills;
Excellent time management skills and ability to plan and set priorities and complete assignments;
Demonstrated ability to independently initiate action, complete assignments and to handle multiple assignments simultaneously;
Demonstrates advanced knowledge and ability in the use of personal computers and related software, including HR/CMS (Oracle/PeopleSoft), the Commonwealth Information Warehouse and MS Office (Professional);
Ability to understand and administer policies and procedures of the Human Resources Department and the Massachusetts Trial Court;
Strong interpersonal skills and the ability to work professionally with persons at all levels, including judges, and to maintain effective working relationships;
Ability to adapt quickly to changing circumstances and develop workarounds for issues that require timely resolution;
Ability to handle sensitive matters on a confidential basis;
Ability to maintain accurate records;
Ability to communicate very clearly and effectively in oral and written form;
