Departmental Mission Statement: The Judicial Information Services (JISD) department is charged with the implementation, maintenance, update and training of technology systems in support of the Office of Court Management and all Judicial Departments, including the Probation Department. This includes network and servers connecting all judicial locations, computer hardware and peripherals, the myriad of software necessary to maintain the judicial programs, and the voice telecommunications services ranging from current phone systems to the use of newly installed video conferencing equipment. JIS is also charged with the production, deployment, training and maintenance of MassCourts (the web-based Trial Court Case Management System – CMS).

Position Summary: Working within the Project Management Office (PMO) of the Judicial Information Services Department (JISD), the primary role of the Senior Project Manager is to oversee and support the collection of capital technology projects. Ensuring project management best practices are defined and followed throughout the lifecycle of projects and a smooth transition of projects into operations. The Senior Project Manager is responsible for overseeing the work of individual project managers, creating a collaborative environment for project team members, and ensuring proper engagement with project sponsors and JISD leadership.

Supervision Received:  The Senior Project Manager reports to the Assistant Chief Information Officer or his/her designee and receives general direction in performing duties in accordance with established guidelines.

Major Duties: Drive effective teamwork, communication, collaboration and commitment across multiple disparate groups with competing priorities.

  • Work closely with subject matter experts to transform high level initiative definitions into actionable workplans and budgets.
  • Manage and assist individual project managers with project initiation, including charter development, project schedules, and budgets.
  • Work closely with JISD leadership and sponsors to ensure appropriate stakeholder management and governance functions for the program in accordance with policies and practices.
  • Oversee and ensure the regular updating of project schedules, budgets, risk registers, and other management tools to monitor the health of projects.
  • Lead reviews and regular interactions with the sponsors to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the program outcome.
  • Identify, assess, track and mitigate issues and risks at the project and program levels.
  • Develop and regular produce standard reports that allow leadership to monitor the overall health of the program as well as individual projects.
  • Drive team consensus on technical decisions and ensure that appropriate resources are employed to deliver high quality results.
  • Build trusted relationships within JISD and with the community through transparency, openness, and inclusion.
  • Manage the program budget as well as the development of any reporting required from our funding sources.
  • Play the role of project manager on key projects.
  • Adjust to multiple demands, shifting priorities, ambiguity and rapid change.

    ANALYTICAL AND DECISION-MAKING RESPONSIBILITIES:
  • Monitors program/project baselines to ensure activities are occurring as planned, including scope, budget and schedule;
  • Proactively identifies risks and issues on programs/projects, helping team to develop risk management and issue management plans;
  • Identifies potential points of contention for missed deliverables;
  • Develops and manage plans to address program/project strengths, weaknesses, opportunities and threats;
  • Analyzes program/project data to produce management information and identify and deliver continual improvement;
  • Serves as a readily available resource for planning and technical activities; and
  • Performs all other related duties as necessary.

Minimum Requirements: Education and Experience:

  • A Bachelor’s degree in computer science or a related discipline, and 7 years of work experience in a corporate IT environment, with at least 5 years of work experience in a PMO or in a capacity performing program/project management as an individual contributor; or an equivalent combination of education and work experience will be considered;
  • 2 or more years of supervisory experience in a project management environment is strongly preferred;
    Other relevant experience in a related technical field (application development, deployment/ implementation and infrastructure);
  • Financial management experience;
  • Outstanding self-management, influence management, information presentation and interpersonal communication;
  • Comfortable working in a fast paced and dynamic program environment;
  • Strong task orientated, organizational and planning skills;

    Preferred Proficiencies:
  • Strong commitment towards seeking feedback and a mindset of continuous improvement.
  • Excellent collaboration and communication skills.
  • Strong understanding of the project management lifecycle and best practices
  • Knowledge and understanding of project management methodologies Agile, Waterfall and Hybrid variations
  • Proven experience working with end-users as well as senior leadership
  • Experienced in Smartsheets, MS Project or other project software tools use preferable
  • Demonstrated experience evaluating external solutions and managing vendors.
  • Proven ability to build productive project teams.
