Starting Pay: Starting Salary will be commensurate with experience

Departmental Mission Statement: 
The Judicial Information Services (JIS) department is charged with the implementation, maintenance, update and training of technology systems in support of the Office of Court Management and all Judicial Departments, including the Probation Department. This includes network and servers connecting all judicial locations, computer hardware and peripherals, the myriad of software necessary to maintain the judicial programs, and the voice telecommunications services ranging from current phone systems to the use of newly installed video conferencing equipment. JIS is also charged with the production, deployment, training and maintenance of MassCourts (the web-based Trial Court Case Management System – CMS).
Judicial Information Services Department

Notes: This position is designated as a management position and is covered by the Trial Court Personnel Policies and Procedures Manual.

Position Summary: Working within the Judiciary Information Services Department (JISD), of the Executive Office of the Trial Court, the Senior System Analyst works with users and JISD partners to support, maintain, and grow enterprise services that power the day-to-day work of the Judiciary. The Senior System Analyst will develop a strong understanding of the individual systems and work closely with JISD peers and vendors to ensure applications are available, secure, and functioning as expected. This position will also work closely with the Implementation Team Lead to define new functionality requirements, as well as plan and execute the implementation of functional and security patches to ensure applications are up to date. The successful candidate will enjoy having hands on technical responsibilities as well as the ability to lead and collaborate with users and technical resources.


Works under the direction of the DCIO for Enterprise Applications or that individual's designee.  Exercises considerable judgement in carrying out responsibilities.

Major Duties: 

  • Responsible for day-to-day operations of MassCourts, Judicial Tools, eAccess, imaging tools, and other enterprise applications, using professional judgement and department standards
  • Partners closely with Business Analysts, Infrastructure Team, and vendor partners when necessary to understand service impacting incidents, determine root-cause, and affect resolution in a timely manner, keeping stakeholders informed and managing expectations
  • Develops a strong technical understanding of critical systems and effectively leverages vendor expertise
  • Recommends possible system changes to enhance overall system effectiveness based on identified needs and industry trends
  • May function as an application subject matter expert with business partners and the technical community
  • Leads or participates in the maintenance or implementation of systems, including planning, scheduling, and/or coordinating the activities of various parties involved in the process
  • Plans, performs, and/or reviews testing of systems and/or system components, particularly the testing of unusually complex or critical systems or systems components, and may direct others in performing these tasks.
  • Provides troubleshooting of escalated service tickets and provides timely resolution.
  • Delivers administrative services for installed enterprise software solutions, including, but not limited to user privileges and global parameter maintenance.
  • Reviews and tests new functionality, patches, and releases prior to deployment.
  • Documents departmental procedures and decisions in the knowledge base.
  • Provides training to peers, technology partners, and court department partners as necessary to ensure proper understanding and use of systems
  • Provide quality customer service to court staff
  • Assists the Implementation Team Lead in the definition and execution of change management, incident management, and problem management practices
  • Performs related duties as required

Minimum Requirements: 
Bachelor’s Degree in M.I.S., I.S., or C.S. from an accredited college or university and (5) five years of professional work experience; (4) years of which must be working as an Application Administrator, Systems Analyst, or as a Business System Analyst; or an equivalent combination of education and/or relevant experience.

  • Experience implementing and maintaining software solutions, including working closely with end-users.
  • Experience preparing and maintaining technical and end-user documentation.
  • Demonstrated experience working with and training users on software applications.
  • Knowledge of a variety of applications as they relate to operational flow in a judicial setting is preferred.
  • ITIL certification preferred
