Pay Grade: Senior Management 1

Starting Pay: $109,034.12 - $160,799.86

Notes: This position is designated as a management position and is covered by the Trial Court Personnel Policies and Procedures Manual.

Position Summary: The Massachusetts Probation Training Division is responsible for the training and on-going professional development of the staff of the MA Probation Service, including clerical, Probation Officers, Community Corrections/Service, Electronic Monitoring Unit, managers and union personnel. The Lead Program Manager is responsible for the development of training curricula and programming designed to meet the educational and operational needs of the Probation staff. The Lead Program Manager will also lead curriculum development teams; and conducts needs assessments and evaluations, design curriculum, train faculty. The Lead Program Manager is responsible for the day-to-day operations of the training unit at MTOC. The Lead Program Manager supervises various professional, administrative and clerical staff as directed by the Statewide Probation Training Supervisor. In the absence of the Statewide Supervisor, the Lead Program Manager may be called upon to supervise the activities of the Probation Training Division and to respond to issues on his or her behalf.

Supervision Received: The Lead Program Manager receives general direction from the Statewide Probation Training Supervisor.

Duties: Works with Probation and other Trial Court staff, as well as other professional organizations, to design, develop and conduct programs that satisfy the professional development and training needs of the Probation staff;

Manages the development of training curricula and educational programs;

Develops and manages annual training calendar based on training priorities identified by the Director of Training, executive team and senior managers;

Participates in training programs as facilitator and presenter as needed;

Oversees tasks related to the day-to-day operations of the Probation Training Academy, including fielding community inquiries regarding the availability and use of the training academy, and preparation of the facility for scheduled training as needed;

Develops and distributes surveys to assess the training needs across the Probation disciplines;

Researches and monitors national trends and best practices, including evidence based practices, in training curriculum for Probation for inclusion in MA Probation training programming;

Participates in programs to stay current in the industry, continually assesses the impact in changes of law, practice, procedures, policies and protocol on the training and professional development needs of the Probation staff;

Researches and monitors availability of funding sources for use in the development of training programs, as directed by the Director of Training;

Engages in ongoing performance measurement and continuous improvement;

Attends regular meetings with Field Service Division Managers and other staff as needed to coordinate program content, discuss learning objectives, and address other issues as needed;

Complies with all Trial Court Policies and all state and federal laws; and

Performs related duties as required.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of the Lead Program Manager:

Master’s degree in criminal justice, human services or related field and 4 years of adult training related experience; equivalent combinations of education and adult training experience will be considered for meeting the minimum requirements.

Work experience should include, at least 2 years of program management experience or the equivalent in the advancing professional development and/or probation related training within an organization; experience should also include curriculum development and program evaluation.

Knowledge of adult learning, curriculum design and organizational development;

Knowledge of Probation policies and practices;

Strong writing skills and comfort with public speaking;

Ability to work on multiple projects simultaneously, independently and as a member of a team;

Ability to analyze problems and to develop effective solutions to problems;

Ability to work professionally with Probation staff, court officials, judges other professional organization and the general public to maintain effective working relationships;

Ability to maintain accurate records;

Ability to adhere to deadlines and to complete assignments in a timely manner;

Working knowledge of and ability to use personal computers, including proficiency in the Microsoft Office; to develop data bases and systems to record and track progress;

Strong supervisory, organizational and management skills, including experience with sensitive personnel matters;

Ability to work professionally with Probation staff, court officials, judges other professional organizations and the general public to maintain effective working relationships;

Ability to organize work, set priorities, establish clear work expectations and standards, and communicate effectively orally and in writing;

Ability to work well under pressure and within limited time frames; and

Ability to travel within the Commonwealth.
