Departmental Mission Statement: The Fiscal Affairs Department of the Trial Court responsible for the administration and oversight of the financial functions of the Trial Court. This work is accomplished through the seven organizational units in the Department, including: Accounting; Budget; Internal Audit; Fiscal Systems; Grants; Payroll; and Procurement. The Fiscal Affairs Department oversees and processes all financial transactions from funds appropriated by the legislature and available through grants, trusts, and capital allocations for 119 court divisions, the Administrative Office of the Trial Court, the Administrative Offices of the seven Trial Court departments, the Sentencing Commission, the Office of the Commissioner of Probation, and the Office of the Jury Commissioner.

Position Summary: The ACFO for Payroll supports the Chief Financial Officer as the most senior management representative the Payroll Unit within the Fiscal Department of the Office of Court Management. The ACFO for Payroll will be responsible for the development and implementation of payroll related policies and procedures to design, policies and processes that will promote efficiency and reliability, in a collaborative work environment that is goal-oriented, impactful, and mission-driven. This includes providing full supervision of the payroll staff and overseeing the end-to-end process for all payroll within the Trial Court and collaborating with and supporting Trial Court Divisions.
The Payroll Unit collaborates closely with the Human Resources Department in matters related to include the administration of Trial Court Personnel Policies and Procedures, compensation and benefit administration, and time and attendance. The Payroll Unit also works with the Budget Unit within the Fiscal Department and Office of the Comptroller, State Treasurer, State Board of Retirement, Group Insurance Commission, Department of Revenue and other various agencies within state and federal government agencies.
Supervision Received: Works under the direction of Chief Financial Officer with limit direction in performing duties which require a high degree of independent judgement and initiative.
Essential Functions and Responsibilities:
• Manages and sets of the goals and objectives of the unit in updating written payroll guidance for the Trial Court;
• Directs and supervises all payroll unit staff as well as a range of direct and indirect payroll impacted activities for OCM, courts and offices;
• Acts as the primary liaison for the implementation of new systems/ workflows for the processing of payroll transactions and projects;
• Manages and supervises the daily functions of the Payroll Staff, allocating staff tasks, and assigning projects;
• Oversees central Payroll Projects, evaluating work and performance of staff;
• Collaborates with various stakeholders (internal and external) for management of payroll initiatives;
• Providing oversight and supervision of the goals and objectives of the unit;
• Directs the enrollment of all Payroll staff in training for MMARS, as well as the Commonwealth Information Warehouse training sponsored by the Comptroller; training for MAGIC sponsored by the Group Insurance Commission;
• Directs the implementation of new systems/workflows for the processing of payroll/fiscal transactions and projects;
• Acts as a leader for new workflow processes and digital organization;
• Provides guidance and support to courts and offices for Payroll initiatives and activities;
• Reviews and manages the work of reporting staff in responding to Procurement Activities
• Works closely with Human Resources and other OCM staff both within courthouses and in various Administrative/Executive Offices; and
• Performs other duties as required.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Assistant CFO for Payroll Administration:
Education and Experience:
• A Bachelor’s Degree and (10) years of relevant, applicable work experience with an emphasis in Payroll or related business operations. Work experience must include time in a management role. Equivalent combinations of education and experience will be considered for meeting minimum qualifications.
Skills and Abilities:
• Knowledge of Commonwealth payroll processes and applicable terms;
• Demonstrates a thorough understanding and working knowledge of HRCMS and MMARS/Mosaic;
• Knowledge of Massachusetts state contract vendors;
• Knowledge of payroll and benefits;
• Knowledge of accounting principles and state fiscal procedures;
• Demonstrated knowledge and experience with MS Office 365, particularly MS Outlook, Word and Excel;
• Demonstrated skills in verbal and written communication, multitasking, organization, and prioritization, training, data research and compilation;
• Ability to coordinate and collaborate with multiple departments and benefit providers;
• Ability to maintain good working relationships with benefit providers;
• Ability to communicate with department heads;
