Departmental Mission Statement: MISSION STATEMENT OF THE MASSACHUSETTS PROBATION FISCAL DEPARTMENT
The Massachusetts Probation Service (MPS) Fiscal Unit is responsible for preparing the annual budget analysis and justification strategy. In addition, the Fiscal Unit t has primary responsibility for general financial management of MPS, overseeing all payroll responsibilities including the Human Resources and Compensation Management System (HR/CMS) transactions and employee benefits. The Fiscal Unit assists employees in the use of Self-Service Time and Attendance (SSTA) and manages SSTA for all employees on unpaid and paid leaves (FMLA, PFML, Administrative Leaves, Paid Leave Bank and Sick Leave Bank.)

Position Summary: Working within the Fiscal Unit of the Massachusetts Probation Service’s Administrative Office, the MPS Payroll Supervisor is responsible for supervising the daily operations of all MPS Payroll functions. The MPS Payroll Supervisor oversees all aspects of MPS payroll and provides technical assistance on the Human Resources and Compensation Management System (HR/CMS). This position is also responsible for ensuring compliance for a variety of MPS payroll actions that are approved and processed through HR/CMS and related areas as necessary. The position will also be responsible for facilitating the administration of MPS employee benefits and entering leave time reporting codes/hours in Self Service Time and Attendance (SSTA) for all Probation employees on unpaid and paid leaves.

Duties: 

Reports to the Manager of Business Operations and receives work assignments and supervision from the Manager within established guidelines.

MAJOR DUTIES:

Provides direct assistance and guidance to MPS payroll staff concerning compliance with regulations and procedures as they pertain to time and attendance, non-cash fringe benefits, and DCAP/HCSA;

Ensures compliance with state finance laws and Trial Court policies and procedures;

Accounting of retroactive payments;

Assists the manager in the development and implementation of annual goals and objectives;

Regularly resolves complex and time sensitive MPS payroll issues that arise each pay period;

Demonstrates ability to perform MPS payroll and related fiscal activities of a complex and non-routine nature, including researching issues and recommending feasible solutions;

Generates complex ad hoc reports out of the Commonwealth Information Warehouse as needed;

Demonstrates ability to independently complete assignments and to handle multiple assignments;

Acts as a liaison for the MPS Payroll staff to both internal and external entities;

Acts as the GIC Coordinator on behalf of all Probation employees.

Assists all Probation employees with all MPS benefit and payroll related questions.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Supervisor of MPS Payroll.

• A bachelor’s degree in business administration or equivalent major from an accredited college or university and (5) five or more years of experience in automated payroll systems and related services; or an equivalent combination of education and relevant experience;
• Professional experience should include three (3) years of experience in a lead or supervisory role;
• Extensive knowledge of the Commonwealth of Massachusetts Human Resources Compensation Management System (HRCMS) is strongly preferred;
• Advanced knowledge of and ability to provide technical assistance and to assist in providing payroll training to MPS personnel;
• Demonstrates ability to adapt quickly to changing circumstances and develop workarounds for issues that require timely resolution.
• Demonstrates ability to research issues and to recommend feasible solutions;
• Demonstrates ability to independently complete assignments and to handle multiple assignments;
• Demonstrates ability to analyze and determine the applicability of payroll data, to draw conclusions and make appropriate recommendations;
• Demonstrates ability to gather information by examining records and documents and to interview individuals concerning those records;
• Demonstrates ability to maintain accurate records;
• Strong interpersonal skills and the ability to work professionally with persons at all levels, including upper management (i.e. Deputy Commissioners, Regional and Statewide Supervisors and Chief Probation Officers) and to maintain effective working relationships;
• Demonstrates ability to handle sensitive matters on a confidential basis;
• Ability to travel to Probation Departments and the Probation Training Center as required
• Strong writing skills and a comfort level with public speaking;
• Demonstrates ability to perform highly complex and non-routine projects;
