Departmental Mission Statement: The Human Resources (HR) Department partners with Trial Court management to create and maintain a talented, qualified workforce by recruiting a diverse applicant pool, by facilitating the fair merit-based selection for appointment of the most qualified candidates, by developing appropriate workforce training (in consultation with the Trial Court's Judicial Institute). The HR Department continually works to maintain positive management-employee relations by promptly addressing workplace issues and develops performance-based measures to ensure the continued excellence of the workforce. The HR Department will use best practices to ensure that this collaborative effort advances the mission of the Trial Court. Position Summary: Working within the Human Resources Department of the Office of Court Management, the Program Manager for the Mentor Program is responsible for implementing and maintaining a Mentorship Program for Trial Court employees. Under the direction of the Deputy Chief Human Resources Officer, this position is responsible for collaborating with court leadership to define the governance structures, including outlining the involved stakeholder’s roles and responsibilities, and formalizing applicant selection criteria. The Program Manager will develop program applications while leading, planning, and facilitating the mentor program launch including registration announcements, events, and workshops. Duties include preparing educational materials in collaboration with relevant stakeholders to develop and update resources and toolkits for mentors and mentees, collecting and maintaining records of the mentor program and participants, and tracking progress and key performance indicators (KPIs) as required for regular reporting to court leadership. The Program Manager works closely with other Trial Court departments including the Office of Access, Diversity & Fairness (OADF), Judicial Institute (JI), Communications, Labor Relations (LR), Office of Workplace Rights & Compliance (OWRC), and Department of Research & Planning (DRAP).
Supervision Received:
Reports to the Deputy Chief Human Resources Officer and/or their designee.
Duties: Works collaboratively with court leadership to define the governance structures including outlining the involved stakeholder’s roles and responsibilities;
Works collaboratively with leadership and stakeholders to select a mentorship committee and formalize applicant selection criteria and develop program applications;
Launch and lead a pilot program for mentoring to measure success and inform any recommendations for program improvement;
Leads, plans, and facilitates mentor program launch, events, and workshops as required;
Distributes and collects participant applications and coordinate with the mentoring committee to conduct selection and pairing process;
Promote diversity of the participant pool as one of the key indicators for achieving programmatic success;
Drafts program announcements, registration information and other notices to court staff;
Prepares educational materials, and work with relevant stakeholders to develop and update resources and toolkits for mentors and mentees;
Keep informed of current research relevant to mentor programs to update and maintain program resources and toolkits;
Facilitates monthly mentor user group meetings to share experiences and best practices;
Act as a referral point for any issues that may emerge and identify, evaluate, and propose solutions to address issues;
Participates in other Trial Court initiatives that promote the professional development of court personnel;
Reviews and makes recommendations regarding the purchase and availability of online training/education and designs communications and resources to promote online content for mentors and mentees;
Maintains regular communication with mentorship committee and court leadership;
Collect and maintain records of the mentor program and participants, and track progress and KPIs as required to regularly report to the leadership, and in the future look at options to automate these processes;
Carry out program evaluation or feedback processes, report the results to relevant parties and work with mentorship committee to incorporate feedback;
Performs all other related duties as required.

Minimum Requirements: The following are the minimum requirements for consideration for the position of Program Manager:
Bachelor’s degree in business administration, management, or related field, and Five (5) years’ of professional experience involving workforce development, mentoring, and/or project management; or an equivalent combination of education and experience.
Demonstrated experience in leading, coordinating, and collaborating with advisory and planning work groups and committees;
Ability to work on and manage multiple projects simultaneously;
Ability to work independently and collaboratively as a member of a team;
Consistently contribute a positive attitude and high level of professionalism and ethics to the workplace;
Strong organizational and administrative skills;
Strong writing skills and a comfort level with public speaking;
Ability to serve as a group facilitator and/or leader;
Ability to use personal computers and related software such as MS Office Word, Excel, and PowerPoint;
Ability to travel throughout the Commonwealth with personal transportation as needed; and
Ability to maintain positive, effective, professional working relationships with court officials, judges, court staff and colleagues.
