Position Summary: The Senior Manager for eCourts serves in a leadership role assisting DCIO for eCourts Team by fostering a level of collaboration among the Trial Court Departments and leveraging the use of technology and uniform work processes for improved and sustained efficiency of court functions and operations, primarily through electronic court case filing, processing, delivery, and access to court records.
In 2019, the eCourts program was established to focus on the creation of an electronic (Digital) court by bringing together Trial Court Operations and Technology to implement and ensure the ongoing success of a modern court that reduces its reliance on paper processing.
Supervision Received: Work is performed under the general direction of the DCIO for eCourts.
Duties: Leads the work of non-technical staff and the eCourts matrix team, responsible for representing and supporting a specific Trial Court Department:
Manages all technical and non-technical components of the Massachusetts Trial Court eCourt Program in consultation with the Massachusetts Trial Court eCourt Leadership Team to leverage the use of technology and uniform work processes for improved and sustained efficiency and efficacy of court functions and operations, primarily through electronic court case filing and access to electronic court records.
Aligns multiple aspects of the Massachusetts Trial Court eCourt initiative through best practice project management, systems analysis, business analysis, application software configuration, and successful interfaces between court case management systems and other internal automated systems;
Collaborates with leadership from the 7 Trial Court Departments, Massachusetts Probation Service, Office of Jury Commissioner, and the Office of Court Management (OCM) in making policy and procedural decisions about electronic court records and electronic filing, including but not limited to, digital signatures, privacy and public access, and document management and retention;
Assists in providing direction and guidance on all eCourt Program related project plans (technical and court process); establishing critical path dependencies and deadlines for project plans; identifying and securing required resources for each project phase;
Assists with vendor contracts and with requests for proposals (RFPs) along with addressing priorities and escalating issues with vendors;
Manages business process reengineering efforts and requirements gathering and documentation;
Manages user acceptance testing, documentation, and quality assurance;
Assists in the facilitation of eCourt Program related meetings and trainings for judges, court personnel, lawyers, and public users;
Manages advancing standardization of uniform electronic records and electronic filing policies and procedures;
Assists in communicating and meeting with internal and external stakeholders to keep them informed about eCourt Program updates and initiatives;
Supports the development and delivery of the eCourt Program related training for judges, court personnel, lawyers, and public users in collaboration with the eCourt Leadership Team;
Communicates, collaborates with, and provides information to judges, lawyers, and other court officials invested in and impacted by the Massachusetts Trial Court eCourt Program; prepares reports and white papers as necessary;
Works with the OCM management team to monitor and maintain administrative components related to the Massachusetts Trial Court eCourt Program;
Ability to travel to court locations throughout the state; and
Performs other related duties as required.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Senior Manager for eCourts:
A Bachelor’s degree and (6) six years of fulltime, professional experience in supporting business operations, the major duties of which included at least two or more of the following functions: court case management and operations, information technology, project management, digital business solutions for customers, and data analytics; or an equivalent combination of the required education and experience.
Preferred Qualifications:
Certification in project management is highly desirable;
Knowledge of project management principles and theory;
Knowledge and understanding of court case management systems, electronic case initiation, electronic filing of documents, and electronic case transaction processing;
Knowledge of modern electronic concepts in information technology such as web applications, cloud computing, and data warehouse reporting; and knowledge of application interfaces and data exchange concepts;
Understanding of the information management needs of judges, clerks of court, court administrators/managers, legislative leaders, private and public agencies, and citizens;
Knowledge of the principles and practices of electronic payment systems, accounting, audit trails, and finance;
Knowledge of the current and emerging computer server operating environments, networking environments, hardware and software trends, relational database, data warehouse, case management systems, and system interfaces;
Strong interpersonal skills required to manage a complex program involving diverse constituencies;
Strong critical thinking, problem-solving, business process analysis, and systems analysis skills;
Knowledge of departmental court processes;
Familiarity with the MassCourts case management system for interfacing with the eCourts business model;
Demonstrated ability to balance, prioritize and organize multiple tasks;
Demonstrated ability to work collaboratively in teams and across organizations;
Demonstrated ability to accept feedback and adjust plans accordingly;
Demonstrated ability to build strong working relationships inside and outside the organization;
Demonstrated ability to effectively translate user requirements into business, functional and test scenarios for projects of various sizes and complexity
