Title: Deputy Surveyor-Land Court

Pay Grade: Grade 18

Starting Pay: $89,203.40/Yr.

Departmental Mission Statement: The Land Court’s mission is to provide an accessible forum where specialized expertise is applied to resolve disputes involving the ownership, development, and use of real property throughout the Commonwealth. The judges and staff are committed to serving the public and the real estate and trial bars in a respectful, efficient manner by issuing decisions that are equitable and legally well-reasoned, and by providing readily available, reliable guidance to property owners and registries of deeds regarding registered land transactions.

This position is designated as a union position and is covered by the Collective Bargaining Agreement with O.P.E.I.U., Local 6.

 

Position Summary: This position is responsible for providing a high level of professional assistance in the area of surveying as it relates to registered land and Land Court procedures and practices. Responsible for assisting Chief Surveyor in administering and managing the Survey Division of the Land Court.

Duties:

• Assists the Chief Surveyor in managing daily activities of the survey division.
• Assists in developing and execution of training programs.
• Assists in the implementation of programs initiated by the Chief Surveyor.
• Supervises the filing of subdivision and new registration plans.
• Makes decisions involving complicated plans and supervises the resolution of difficult survey cases.
• Supervises the preparation of court plans to be sent to registries.
• Responds to complex questions from surveyors and attorneys.
• Responsible for final approval of court plans.
• Responsible for mathematical accuracy of court plans sent to registry.
• As a professional land surveyor, gives final authorization (signs off on order sheet) for court plans issued by the survey division.
• Assists the judges when necessary.
• Advises surveyors and attorneys regarding practices and procedures of the Land Court Survey Division.
• Assists in assigning, directing and reviewing the work of the personnel in the survey division.
• Assists in the maintenance of plans and records of the survey division.
• Participates in the supervising of staff within the survey division.
• Performs related duties as required.

Minimum Requirements:

• Bachelor’s Degree in Surveying or Civil Engineering or an equivalent combination of education and professional work experience.

•Licensed as a Registered Land Surveyor (required)

• Extensive knowledge of Massachusetts G.L. c.185, surveying principles, Land Court procedures, boundary, and conveyancing law.

• Extensive experience in surveying.

• Considerable knowledge and experience using a CAD system with specific applications for plan creation.

• Ability to communicate effectively both orally and in writing.

• Demonstrated ability to serve the public and others with business with the court in a courteous and professional manner.

• Good interpersonal skills, including the ability to work professionally with other individuals at all levels of the court system and ability to maintain effective working relationships.

• Considerable knowledge of effective supervisory and management techniques and demonstrated ability to utilize those techniques.

• Remains current with technology and survey techniques.
